Our GSA customer supports the systems and tools that delivery the majority of Acquisition Lifecycle Management for federal government organizations. The tools in use today have been develop over decades and the architecture of these tools shows their age. It became necessary in the mind of GSA stakeholders that a massive transition of the IT service solutions supporting federal acquisition had to modernize. But the scale of this transformation is extensive and making this degree of change while also maintaining the legacy service in support of day to day activities causes a significant challenge to the level of modernization.
At GSA, cultural transformation is the primary means by which we ensure full adoption and maximum value of Agile methods across the enterprise, while moving legacy solutions toward a secure, cloud centric platform that supports the data and application architectures necessary for a modern enterprise. Sevatec has developed a Continuous Modernization process that incorporates unique service and tools to support our customer’s digital transformation. As a part of our Continuous Modernization, we utilize our Cloud Migration Process to define how applications and on-premise systems will migrate to a new cloud native environment. We employ our Agile Application Framework to assess products and services across eight functional areas to discover outcomes that allow us to best plan and create a migration strategy for the legacy products and services. And, we discovery modernization opportunities through our Product Optimization Assessment which looks at issues, problem, and bugs from production systems to understand where improvements can be made. These outcomes and assessments are integrated into our Agile Value Stream Planning process including each of the key components necessary to plan the migration: Innovation, Customer Experience (CX), Development/Enterprise Architecture, and Sustainment/O&M.
The result is an Impact Map that directs the transformation roadmap and backlogs that includes customer objectives explained in Agile epics that define the future state of the applications and services delivered. The roadmap allows us to clearly communicate our understanding of transformation goals to stakeholders under a single clearly defined mission. Backlogs are planned using a percentage of work to be performed (innovation, O&M, DME, Technical Debt) to establish the best approach for Maturing While Maintaining the GSA portfolio. These backlogs become incremental sprint plans that development teams use within our automated, three-stage DevSecOps Continuous Integration/Continuous Delivery (CI/CD) pipeline, which is customized to support heterogenous development platforms (like Java, .NET, Angular, COTS, etc.). By applying our DevSecOps experience, advanced automation, and Agile Management techniques together, we created the new Sevatec Software Shift-UP Supply Chain (S4C) service to support multi-portfolio application modernization efforts which results in a transition plan that will delivery GSA customers new and more human-centric solutions.
